The City Council in Charleston, S.C., on Nov. 24 banned discrimination on the basis of sexual orientation and gender identity in housing, and on the basis of sexual orientation in public accommodations and services.

No council member voted against the measures though one abstained, complaining that the penalty for anti-gay discrimination -- a $500 fine -- is too low.

Columbia is the only other South Carolina city to protect gay people from discrimination.
